Was playing with sparkly translucent pigments and decided to use it to jazz up a matte eye look. All you need to do is use a damp brush (if working with loose pigments) and pop the sparkle down the center of your lid on top of your makeup, and it will do the work for you.
The most intensely sparkly and ultra-fine particles now being used in high-end shadows (à la Tom Ford and Shu Uemura) these days are often made with synthetic fluorophylogopite (😣 what a mouthful), which you can purchase from pigment distributors like TkbTrading.com at a few dollars for a small sachet - which will last a long time.
This ethereal blue shade sparkle is called Cherika Moon.
