My friend ran his own masonry business for many years. When he retired he turned the business over to his son and moved to smaller house in a different town. About a year later the town announced a plan install sidewalks on his street and solicited bids for the job. His son submitted a bid. The supervisor of public works rejected it. He claimed that since property owners would eventually pay for the work via a special assessment, his participation was a conflict of interest.
